Board of Trade, July 31, 1905.

I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 21st instant, transmitting copy of correspondence with the Colonial Office on the subject of sugar legislation in the Philippine Islands.

In reply to your inquiry as to the information to be asked for from His Majesty's Consular officers at Manila and Iloilo, I am to suggest, for Lord Lansdowne's consideration, that the attention of these officers should be specially called to the statement in the "Journal des Fabricants de Sucre " with regard to the local refineries, and that they should be instructed to report whether any such refineries are now in actual operation in the islands, and, if such is the case, as to the extent of the annual output of refined sugar.

In this connection I am to observe that the latest information received from Manila and Iloilo was to the effect that at the end of last year no refineries had been in operation for several years.
